If you own a business and use the Google Apps service from Google, you
can create new user accounts and user email addresses from the Google
Apps Dashboard page. When you create a new user account for your Google
Apps domain, an email address is also given to that user. The email
address can be customized to be anything you want. You can learn how to

Sign in to your Google Apps Dashboard at Google.com/a/.

Click the "Organization & users" menu option.

Create a new user by clicking the "Create a new user" button beneath your Google Apps domain name.

Type the first name, last name and email address you'd like
to create for the new user, then click "Create new user." A new Google
Apps user account and email address is created using the information you
entered.
